On August 8th, EPA announced a direct final rule allowing manufacturers of TSCA Title VI compliant composite wood products to begin labeling products as compliant starting on August 25, 2017. The rule provides flexibility to manufacturers of composite wood panels, and products utilizing these panels, to begin following the labeling guidelines of TSCA Title VI voluntarily before the December 12, 2017 compliance date, if they are in compliance with the regulation. As a reminder, a separate amendment, that would have extended compliance dates by 90 days, was withdrawn on July 6, 2017. [...]
A major revision of the product labeling requirements for California’s Proposition 65 is expected to be final at the end of 2016. The regulation requires businesses to provide “clear and reasonable” warnings when they “expose” Californians to listed chemicals identified by the state to cause of cancer or reproductive harm (currently, over 800 chemicals are on the list). The state agency that administers Proposition 65 has proposed significant changes to the regulations that include more detail regarding “clear and reasonable” warnings. [...]
